Has the Credit Card Act helped to bring down the overall cost? Have the consumers really benefitted?

It really depends on the consumer and how they handle their credit lines and act is going to change people's behavior.

Credit Card Act has helped a lot of consumers in the last few years. For instance: the interest rate part. At least, the credit card companies are required to send a notice in advance before increasing the interest rate.
