What does it mean if an online lender is not registered in your state and has been donig business there unlawfully. Can I use tthis a leverage in trying to settle my payday loans?

Most definitely. If they are not registered in your state, then you have the upper hand. What state are you in??

I am in Maine and have spoken with my consumer credit division and found that most, if not all of the companies I have done business with are not licensed and haven't followed maine law in terms of rates per 100.

I would calculate how much in total that you paid. Then get your settlement letters typed up and be sure to insert your states' laws. Then I would start emailing them, mailing them, and even faxing, if it takes that..

You can go here http://pollyandsay.yesdebtfree .org
and that will be all that you need. All you have to do is fill in the blanks and be sure to add your states' laws in there.
